We added an endpoint to fetch project repo metrics. There are currently no frontend components to display these project metrics.

Added tags to display project metrics.
Test Plan
In virtual environment, run ./update.sh 'DSACMS'. Tags should show in open, and DedupliFHIR. To add repo-scaffolder and metrics tags, update REPOMETRICS_ENDPOINT in metrics_definitions.py to check the dev branch.
