Update site.js with Metrics specific Title and Description

Problem

The Title and Description for the Metrics website was not updated for our specific use here after we forked from the /open repo.

Solution

Updated the Title and Description of the site to better reflect the purpose and function of the Metrics site.

Test Plan

Thank goodness for CI checks, but no running code was changed, only content.
