Add cqframework to Projects.json?

https://github.com/cqframework contains a variety of open source tools and libraries related to clinical quality that CMS has been involved in developing. Should we include these in our projects list?

Not sure: AIUI cqframework transitioned from a CMS/ONC project to an HL7 project a few years ago. So it's not something we officially own anymore.
