Problem

Now that we have completed some content for our OSPO guide's outbound section, we are ready to add this to this repo!

Solution

• Created the outbound directory
• Created MATURITY_MODELS.md that points to our maturity model framework in DSACMS/repo-scaffolder
• Created OUTBOUND_CHECKLISTS.md that points to checklists in DSACMS/repo-scaffolder
• Created REPOSITORY_TEMPLATES_AND_LINTERS.md that points to directory with templates + repolinter.json in DSACMS/repo-scaffolder
