Outbound Checklists: Added new "Review Repository Details" Section

Problem

While working with teams to outbound their repositories, we realized that we did not include filling in repo description and repo topics in our process.

Solution

Added "Review Repository Details" Section which includes:

Since GitHub does not display PDFs in pull request view, here is what the new section looks like:
