There are a couple of miscellaneous updates we'd like to make to the README that came up while outbounding DedupliFHIR.

Added one-liner referring to LICENSE file in Public Domain section
Updated Security Policy section with vulnerability submission description and SECURITY.md oneliner
Added comment guidance from Tier 4 to Tier 3 sections
