README Updates: About The Project Subsections and Minor Revisions

Problem

As per @decause-gov and I's discussion, we are making another round of revisions to all tiers of the README.

Solution

Added Project Vision as a subsection of "About the Project" to all tiers
Added Agency Mission & Team Mission as subsection of "About the Project" for Tier 2 projects since projects in this tier are home-run
Removed "multiple languages" from community section
Removed core team section in Tier 2

@decause-gov I remember we talked about this but it slipped my mind: did we want "Project Vision", "Agency Mission", & "Team Mission" to be optional? If so, I will add comments to the files noting that these sections are optional
