Maturity-Model-Tiers.pdf: Added row for SECURITY.md

Problem

We decided to add SECURITY.md as part of our Maturity Model framework.

Solution

The pdf spreadsheet now includes a row with information about SECURITY.md which is mandatory for Tiers 1-4.
