Tier 1: Template Review based on maturity model updates

Problem

Due to updates made to the maturity model from outbounding DedupliFHIR, the Tier 1 templates need to be reviewed to ensure they align with newest changes.

Solution

• Removed List of Users from CODEOWNERS.md (Not Recommended)
• Removed Governance from README.md (Not Recommended)
• Edited comments under Agency Mission and Team Mission subsection
• Added license to public domain section
• Added missing comments and cleaned up templates

Questions:

According to the spreadsheet:

• CODEOWNERS.md overall is currently set as Not Recommended, however, its Repo Domains section is listed as Recommended. Should we keep CODEOWNERS as Not Recommended or change to Recommended?
• Core Team in README.md includes information and link to MAINTAINERS.md, however this file is set as Not Recommended for this tier. Should I replace this section with the old content from Authors & Maintainers:
