Checklist: Added repolinter guidance to tier 3 checklist

Problem

Now that repolinter.jsons have been created based off our maturity model requirements, we would like to incorporate them into our outbounding process.

Solution

Added repolinter guidance to Tier 1, 3, and 4 outbounding checklists. In the Repo Hygiene section, updates include:

• Requirement of repolinter.json
• Guidance on running repolinter.json locally to identify missing files and sections
• Added post-outbounding action of integrating repolinter GH action made by @IsaacMilarky
