Update Pull Request Policy on CONTRIBUTING.md

Problem

The Pull Request Policy is inaccurate and out of date in CONTRIBUTING.md. This repository is stored on public facing GitHub and not our enterprise GitHub instance. As a result, the policy differs and pull requests are reviewed more normally.

Solution

Changed the pull request policy to reflect how review is currently carried out.
