Create folders instead of adding code in same index file #231

The code is not scalable having separate folders for each year will give you the flexibility to have something like https://github.com/DSC-BVP/Hacktoberfest/2018 https://github.com/DSC-BVP/Hacktoberfest/2019 https://github.com/DSC-BVP/Hacktoberfest/2020

and so on put an index.html file in each folder
