Update SD for FPT_PRO_EXT.1 to be slightly more consistent with cPP #301

The cPP talks about the Root of Trust data to be mutable, so I just wanted that to be consistently reflected in the SD.

Also, as discussed in #198, FPT_PRO_EXT.1 doesn't promote nor prohibit multiple RoTs, so we need to be careful that the SD does not assume there is only one of them.
