FPT_PRO_EXT.2 and FPT_ROT_EXT.3 should be selection-based #304

It's probably too late to change this now for 2.0, but FPT_PRO_EXT.2 and FPT_ROT_EXT.3 should be selection-based in my opinion, based on the selection in FPT_ROT_EXT.1.

If Root of Trust for Measurement is selected, FPT_PRO_EXT.2 should be selected. If Root of Trust for Reporting is selected, FPT_ROT_EXT.3 should be selected.
