Idea and report #3

I created two commands, idea and report. When using idea or report, the bot prompts them with a message and waits for a response. I also fixed the typo in index.js.

Some minor changes have been made in the raised issue which I have subsequently merged with this PR as well. Please check #6 #5 and confirm if any changes are further required.
