Clarify setup instructions for DLP in the README.md

Github Issue Number Here: #1132 What user problem are we solving? When we had some members of the DLP development team setup DLP on their machines, there were some confusions about how to install the prerequisites

What solution does this PR provide? I added some further clarifications to the README.md to make the installation process more seamless

How did you test your changes and verify that existing functionality is not broken Examined the README.md contents to see if the updates look good
