Removing Redundant Ymls in Backend

Github Issue Number Here: #986 Took the opportunity to centralize some of the backend build checks into separate jobs that live under backend.yml file.

What solution does this PR provide? Removed the redundant ymls. Testing Method Ran tests through terminal
