RTK query routes not working #745

Describe the bug rtk query routes breaking. make request to a flask endpoint at localhost 8000

@dwu359 pr looks good, but python build checks passing. trying to get the pretrained.py file fixed for unit tests to pass. if that attempt doesn't work, you're safe to merge in
