Backend build check cleanup #986

Due to #985, DLP has realized that there is an opportunity to centralize some of the backend build checks into separate jobs that live under backend.yml file.

Once the linked PR (#971) is merged in, we should remove the following yml files as they're redundant:

black.yml
python-static-checker.yml
python-package-poetry.yml
