new folder in Chapter 2 "project management" section as referenced in #3, including

thank you for the contribution @cypayne ! Overall I like it! I think this gives us a backbone to build out more of the envisioned sections

one suggestion to get this addition rendered on the built UI is including the new pages into the toc: https://github.com/DSI-CORES/OpenByDesign/blob/master/src/_toc.yml (separate issue for resolving the current failed action)
