Prison is taking the prisoners cell phone?

For clarification:

"I had it at mrpd it got taken when I went into prison which is normal. Then when my time was served I got everything back except for my phone and lockpicks."

Resolved prison clothing not reloading on leaving Phones being removed when leaving could not replicate issue tested 4 times
