PD OnDuty Time Count system #433

The MDT counting isnt accurate that we have noticed, that will have to be looked at. additionally we need a way to reset it once we can get it accurate. another idea is for a clock in bot, the only issue I have with it is that people arent going to use it properly based on past experiences with it. I have a few feelers out for some help with it with the output times that come from the log and running it through google sheets to get that useable to count hours.

I mentioned about seeing if we can change the output of the MDT logs seen in #⁠dispatch-clock-in to something else. i think it can be done. Also about seeing if the output of that log can also be sent to a google sheet and we can manipulate it from there.
