This file is needed only for the stand-alone CROPSIM model. If you are running DSSAT, you don't need it.

I need to modify the DSSAT and debug it, so I need this file. Is there a format description or sample file for the relevant file

I've spent a significant portion of my life modifying and debugging DSSAT. I've never seen or used this file.
