[DS-2866] RIOXX Metadata Profile and OAI-PMH endpoint

The RIOXX Metadata Application Profile provides a mechanism to help institutional repositories comply with the RCUK policy on open access. RIOXX focuses on applying consistency to the metadata fields used to record research funder and project/grant identifiers and is designed to support the consistent tracking of open-access research publications across scholarly systems.

To help UK institutions with the adoption of RIOXX in DSpace, @mire has created patches for DSpace, which are available and documented at:

To make adoption even easier in the future, it would be make sense if this could make it into the core in some form. Likely, this needs to be an optional (default off) feature so that institutions who don't wish to adopt this are not affected.

The patch has 3 areas:

• a new XOAI endpoint to offer metadata in RIOXX complaint form for harvesting
• a number of new metadata fields in a dedicated rioxx namespace
• a new XMLUI submission step for linking projects with funders, based on Fundref lookup.

The changes to the input-forms.xml to use these fields are NOT part of the patch, but the documentation includes a sample link where adopters can see the type of changes they need to make to activate the new fields.

For the UI elements that we have developed, there is no JSPUI support yet.
