Port of #259 by @tdonohue to dspace-7_x.

This will be merged as soon as the /api/security/csrf endpoint implementation code is backported to 7.x

Merging because the backport of the implementation PR (https://github.com/DSpace/DSpace/pull/9599) was accepted/merged. This is simply a backport of the contract describing that implementation.
