Enable edition/customization of “News” and the default “Non-Exclusive License” #3200

Describe the bug

In previous version of DSpace (eg. 5.x, or 6.x) JSPUI, it was possible to edit some contents of the home page (eg. “Welcome text”, “Home news” or “Side news”) or the default “Non Exclusive License”.

This is feature very useful for repositories managers (Admin) as it gives them autonomy in content management without the need or intervention of a ‘Sys Admin’.

To Reproduce

Steps to reproduce the behavior in previous versions of DSpace:

Expected behavior

The admin user should be able to edit/customize the “Welcome text” in the homepage and the default “Non-Exclusive License” similarly to what was possible in previous DSpace versions.

this is available in DSpace-CRIS (essentially they are site metadata). You are welcome to look to the solution and backport to dspace. Otherwise, if of interest of the community we can try to prioritize this contribution but we are already engaged on several tasks on a volunteer basis

Related to / Duplicate of #784 and #809 (and DSpace/DSpace#2879).

However, since this has screenshots & more details than those older tickets, I'll close those older tickets and we'll look for a volunteer for this one.
