Request to recategorize the hsilibs package as a common one (compared to an FD one) #292

The FakeHSIEventGenerator is used in NearDet software (integtests and other ways), so it would great to have it available for both FD and ND.

I trust that once this change is complete, hsilibs will be available in both FD and ND nightly builds.
