create venv.tar.gz when building the release #313

This is to be used together with DUNE-DAQ/daq-buildtools#248

NAFDT23-09-29 has been published with venv.tar.gz (created by the nightly workflow run).

my test of the new dbt worked on this release, as well as previously published release where venv.tar.gz is not available.
