Adding daq-systemtest to the release.

The following things should be done prior to merge this PR:

  1. merge DUNE-DAQ/daq-systemtest#67
  2. merge DUNE-DAQ/daq-cmake#98
  3. create new tag for daq-cmake
  4. update daq-release/configs/dunedaq/dunedaq-develop/release.yaml to use the new tag for daq-cmake.

This PR is waiting for the renaming of daq-systemtest into daqsystemtest.

Renaming of daq-systemtest has been done, also created daq-cmake tag v2.4.0, updated the release config. Ready to merge now.
