This PR drops the OKS packages from the v4 nightlies, analogous to how they were dropped from the v4.3.0 release a couple of days ago.

Confirmed that test builds NFDT_DEV_240219_A9 and NNDT_DEV_240219_A9 are available on cvmfs and build correctly. All looks good to me.

NFDT_PROD4_240219_A9 works as well (I gave Andrew the wrong nightly to run, unfortunately)
