This PR creates a Doxygen workflow under .github/workflows/build-and-publish-doxygen.yml. The result of this action at time of writing can be found here. Note that the action which publishes to github pages automatically creates the branch gh-pages, which is used as the publish branch under this repository's Settings -> Pages page. This PR also adds some Doxygen scripts and files under the docs/ directory.
