Distinguish complete documentation from incomplete documentation #20

While many packages have been completely documented (appfwk, nanorc) other packages have not (minidaqapp, rcif). It should be possible for readers of our documentation to know which packages have documentation they can be confident in, and which packages have documentation which is still a work in progress.

IIRC Alessandro ultimately turned against this idea.
