Breakout TPG into methods on DTPPodNode for use in the DTPController module.

This was addressed in PR #16

Standalone test jobs are test/apps/test_reset.cxx - resets the firmware test/apps/test_config.cxx - configures to produce TPs test/apps/test_enable.cxx - enables/disables TP production
