copy python from gitlab and convert to python 3 and use uhallibs #4

This PR includes

  1. copy of python modules & scripts from gitlab/dtp-controls
  2. conversion to python3
  3. change to use uhallibs instead of wupper-toybox

I have tested basic hfButler commands, but propose to merge before asking Tony, Shyam et al to do more comprehensive tests. Then in principle we can archive gitlab/dtp-controls

thanks @alessandrothea - i removed /etc, had just copied what was in timing. i will merge shortly.
