Have IOManager Configure QueueRegistry and NetworkManager #1

IOManager should have the ability to translate its input ConnectionIDs into the appropriate configuration for NetworkManager and QueueRegistry.

There are possible issues with package dependency ordering, as appfwk will have to see IOManager to configure IOManager...
