If an app is run with DUNEDAQ_ERS_DEBUG_LEVEL=10 and debug levels are initially off, the first levels 0-10 will be turned on. Then if the next application run runs with DUNEDAQ_ERS_DEBUG_LEVEL=5 (or any number less than 10) the debug levels 6-10 remain on. This will not be as expected.
