Fixes and cleanup, as well as the removal of the tp request receiver

I noticed that systems without software TPG were failing to run. The fix was a simple suppression of the tp_datareq queues in the RequestReceiver map when SWTPG is not enabled. (fix committed and pushed). Otherwise, tests look good.
