Use FileLayoutParams from hdf5libs #135

Hi @wesketchum , minidaqapp is deprecated and we're switching to https://github.com/DUNE-DAQ/daqconf instead. I think pushing your minidaqapp branch to the new repo will work. For instructions on how to use check step 7 in https://github.com/DUNE-DAQ/daqconf/wiki/Instructions-for-setting-up-a-v2.10.0-software-area
