This change implements what Alessandro suggested on the daq-integration Slack channel recently:
the acmd utility macro to create CmdObj with AddressedCmd data has been moved into appfwk.utils along mcmd...etc. and should be favoured in lieu of the local copy.
I believe that everything still works after the code changes on this branch.
I don't know if we want to update the confgen files in other repositories at the moment, but having these changes in the minidaqapp repo will serve as a good example going forward.
