Add option for HSI firmware parameter which will be in the daq v2.8.1 release

Thanks Kurt. Yes, I'll make sure to sync the timing+timingliibs merges. I'll do this later today.

We should trigger_interval_ticks to set the HSI emulated rate. I will work on this.
