fix a race condition on boot #140

Standby while I finish to run all the integ tests. But all looks good with/without k8s, and with multiple subsystems.

@plasorak this didn't make it in? still relevant/should it be put on the plate for integration week testing?

No, however Jonathan tested it. So I'd advocate to merge it in patch/v3.2.x
