More robust env formatting #195

This allows variable that are not string to be set in the DAQ application environment

Required to use with https://github.com/DUNE-DAQ/iomanager/pull/55 and https://github.com/DUNE-DAQ/daqconf/pull/333

We still want this, since there's no guarantee for environment variables to be strings. Other PRs in IPM, IOManager and DAQConf were closed since they were superseded by Eric's changes.
