TOAD (and potentially other FNAL test stands and experiments) needs a new version of the RC which interacts with FNAL-based services, these include:
upcoming run registry and run number
newly setup logbook
nanorfnalrc should be included in the release that TOAD is going to use, hence based on the v3.2.0 version of the DAQ corresponding to v4.1.5 for nanorc. We should make sure that this also propagates to newer version of the DAQ.
