First bare minimum raw WIB TP implementation in the readout #130

Hello, This is the first attempt at the raw WIB TP addition to the readout, currently using TP frames from a binary file which can be downloaded. Based on your review we'll make more changes, aiming to merge this branch to the develop branch, and adding the remaining functionaliy, such as mapping to the offline channel numbers, the TPSet grouping and other reorganisation.

Closing PR due to merging it to the consolidation release branch, instead of develop.
