Need to get exception when there is no response. Maybe a WARN?
GUI says they are ON, but they are actually OFF. I fixed this by setting WARN as OFF, but I should actually set them to display the actual status as WARN in case some other error state is raised.

Also: When VGA card is in error state it show OFF but its ON. GUI showed ERROR but system was ON.

Also, if in error state, make GUI still display ON or either ERROR

This task is not required anymore due to shifting to EPICS.
