Monitoring section in the CDR #14

Jon and Raja, could you take on writing up the monitoring section?

We've got EDR/Perfsonar listed. Other monitoring systems need to be added

Generally we're documenting what we have now, what we plan to use, how we might see the landscape changing.

I have updated the monitoring section for the CDR at https://www.overleaf.com/project/5f5a7bb23f29aa0001f211d2

Could you have a look and let me know comments please. Especially the bit about "serv-monitoring.tex" - chapter 18 in the pdf file.

Of course it is quite preliminary, but any comments / updates - especially of perfSonar would be greatly appreciated!
