unify metadata extractor script #196

right now there is one script to pull sam-like data out of ART files and a different script to convert to metacat-format json. should include the metacat option in the main script

Ken has said he will take responsibility for this at least on the legacy metadata extractor. need a DeclaD feature to make it work.

WE now have agreement in principle that the metacat json file (which includes all the top-level stuff plus metadata) is the long term target for all stuff to produce. Will take the DAQ some time to switch over to that. Will also have to address what to do for things that are not art root files such as ND output.

We can repurpose the pandora_metadata.py script in duneutil for that, though we still need to update it to speak metacat.

Which I agree is the right way to go in the long run.
