Rename CERN_PDUNE_CASTOR to be DUNE_CERN_CTA_TAPE #288

Not high priority but eventually should get rid of the misleading "CASTOR" from the name and get it into form with our current naming convention.

If SAM is still around at the time this is done we should also rename the castor:/ data disk to eosctapublic:/
