Once we have the new pipeline going, nothing new goes into CERN_PDUNE_EOS,

There are a couple other related tickets to this that we could unify. Nothing new is going into CERN_PDUNE_EOS but there's still a lot of old stuff there.. rucio declaration slow due to a lot of corner cases in the old SAM DB.
