rucio/metacat best way to make the linkage between the two #351

(a) Metacat dataset with all files explicitly listed and the same name as the corresponding rucio container that holds those files. (b) metacat dataset that just points to the rucio container without listing all the files inside of metacat (c) internal metacat dataset pointing to the rucio container and another dataset with(a) above? (d) other?

After discussion it seems that (a) is the right thing to do.

closely related but not quite same as #350

We are following option (a) going forward but we have a lot of stuff to back-declare
